Frank was born in Portland, April 18, 1942 to John Richard "Dick" and Ruth Margaret Caldwell. Frank attended Portland's Irvington and St. Francis of Assisi elementary schools and graduated from Benson Polytechnic High in 1960.
After a medical discharge from the U.S. Army during his basic training, Frank worked for Electrical Distributors in N.W. Portland.
Frank moved from Portland to Vancouver, Washington, and was employed with Pacific Maritme at the Portland, Vancouver and Longview ports until his retirement in 2008. He was a member of the ILWU Local 4.
Frank's survivors include two sisters, Barbara George and Carole Ann Anderson of Portland; and a brother, John R. Caldwell of Westport, Washington; nieces and nephews, Katherine Nikolskaya, Nick Anderson, John George, Marianne Montgomery, Kathleen Zinsli, Michael George, Jason Caldwell and James Caldwell; and 18 grand-nieces and nephews also survive.
A graveside service will be held at 2 p.m Sunday, November 3, 2019, at the St. John's Cemetery, 10770 N.E. Maitland Rd., Vancouver, WA.
